Hi i18n people!

There were one error in the chset30b.tar file announced earlier today,
so I have corrected that (the file baseqp.c missing), and I got
a correction on the KOI-7 charset from Andrey Chernov, which I have
incorporated in a new version, available as:

     ftp://dkuug.dk/pub/chset31a.tar

The release is a snapshot and mostly released for the benefit
of all those that has been asking for updated tables of RFC 1345 type.
