Concerning the Japanese X/open locale:

The locale is defined on X0208. 
X0208 as I know it does not allow to use undefined positions.
All of the positions are used in the X/Open locale.

Also in the collation sequence many characters are defined twice for
collation, as far as I see.
This includes the latin, cyrillic, kana and greek letters.

A third questionable item is the use of collating, first the 
capital letters then the lowercase letters. Is that common Japanese
usage? In Denmark we sort capital and lowercase letters together.
