Is this the same as DIN 5007 : Regeln für die aphabetische Ordnung?

This sort order is intended for sorting of proper names only, as in
registers, archives, telephone books, etc.

If this is the one you need, it is fairly well documented in the IBM
document, "Keys to Sort and Search for Culturally Expected Results",
IBM DocID GG24-3516-00, available from IBM technical support centers.
Or, you can get the DIN standard itself through Germany:
