dear i18ners,

	recently i posted a rant decrying locales as
the goal of i18n efforts. it occurred to me that this
group might know of efforts to understand the i18n
problem as a whole, rather than just the intermediate
goals of libraries and locales.

	therefore, does x/open (or any other entity)
have any documents describing a processing model
that they are trying to make i18nable? and how might
one go about getting copies?
