I'm not sure why you say that mapping from JISX0208 to
ISO10646 (BMP) is difficult.  There is a one-to-one round
trip mapping between 10646.

If you would like the mapping from various Asian character sets
to 10646, please see the directory /pub/csets on METIS.COM [140.186.33.40]
by anonymous FTP.  Mappings for JISX0208, KSC5601, GB2312, CNS11643,
BIG5, and a few others are provided there.
