The following operational rules specify the procedure that ISO/IEC
JTC1/SC22/WG15RIN (WG15RIN) shall undertake in collecting
POSIX locales.

1. The locales are collected in source form.

2. The format of the locale sources shall be conformant
to the latest version of ISO/IEC 9945-2, currently 2nd CD
(ISO/IEC JTC1/SC22 N1063).

3. The locale must define all standard categories - for example
by copying categories of a standard locale.

3. The sources shall be encoded in ISO/IEC 646:1991 International
Reference Version coded character set. For enhanced portability it
is recommended to use only the invariant part of ISO/IEC 646:1991,
which contains 83 graphical characters. Comments should be primarily
in the English language, so they can be widely understood.

4. The locales shall be sent to the collection point:

5. The sources must be delivered electronically, either via electronic
mail to the above mentioned email address, or on a DOS diskette
to the above postal address.

6. A written application releasing copyrights of the contributed sources
underwritten by authorized personel on behalf of the contributing
organisation must be sent to the above mentioned address or fax number.
Any organisation, including ISO/IEC national member bodies and
vendor organisations etc. may contribute.

7. The written application must contain the following information:

   1.   Organisation name
   2.   Organisation postal address
   3.   Name of contact person
   4.   Email address of contact person
   5.   Fax number for contact person, in international format.
        
   6.   Short name for organisation, used in locale name
   7.   Natural language, as two-letter form of ISO 639
   8.   Territory, as two-letter form of ISO 3166
   9.   if not for general use an intended user audience , e.g. librarians
  10.   if for use of a special application, short name of application
  11.   Version number of the locale.

If any of the above information is non-existant, it must be stated
in each case. The information in items 6 to 11 is used in
the naming of the locale and may contain the characters
uppercase and lowercase forms of ABCDEFGHIJKLMNOPQRSTUVWXYZ
and the special characters: !"%&'()*+-.0123456789:<>_ .
Case is not significant in the name.

There is no official printed form to be filled out.

8. Using the information from the application item 6 to 11,
the name of the locale will be:

     6;7,8,9,10;11

where 9 and 10 and unnessecary commas may be omitted.

9. Locale sources must be specified in a coded character set
independent way, using whenever possible symbolic names for characters
specified in ISO 9945-2 (currently 2nd CD) Annex F.

10. For each character not specified in Annex F of POSIX.2, the
following information must be given electronically:

     1.  short symbolic character name in invariant ISO/IEC 646:1991.
     2.  verbal description
     3.  reference to dictionaries or other sources
     4.  languages for which it is used (ISO 639 2-letter form)
     5.  translitteration into invariant ISO/IEC 646:1991.
     6.  possibly other characteristics such as radical/stroke
     7.  possibly an English meaning of the character
     8.  possibly a graphic representation

In addition, a POSIX charmap for each coded character set using these
characters and suggsted charmap name must be provided electronically.
Conditions mentioned for
locales in this specification shall also hold true for such charmaps.
        
11. The locales will be available electronically via email and
anonymous FTP and possibly other means.
