As per resolution D of the July/August Ad Hoc meeting on JTC 1 reengineering 

(reference document JTC 1 N 4177), the National Body of France was asked to
prepare a document by 15 September for JTC 1 National Body comment proposing 

a streamlined process for the maintenance of JTC 1 standards.

This document is now attached as JTC 1 N 4221.  National Bodies are asked to 

review this document and to submit comments by 15 October 1996 for review at 

the Oct/Nov Ad Hoc meeting on JTC 1 reengineering.

Please be advised that this document is being forwarded via fax to those

Subject:        JTC 1 re-engineering: AFNOR contribution on Standard 

          maintenance

The maintenance of its International Standards is one of the values of JTC 1
deliverables, an expectation from the international community and a
differentiator when compared to some Consortia or de-facto standards. But 
the
same business-like approach must be used for this product phase as for other
phases of development. Once sufficient time has been allowed for a Standard
to reach its general public and be put to practice, there should be user and
industry interest for its maintenance (a sign of such inter
est could be evidence of use, reception of defect reports or questions on a
given Standard). Greater care should be applied to the decision to revise a
Standard: when corresponding products are in use, are the potential
modifications of the Standard worth the cost of developing a revised
Standard, new products and putting new (different) products into usage?

If JTC 1 wishes to make its Standards more accessible to its general public
(the developers and users of products corresponding to its Standards), a way
could be to allow them to submit defect reports or questions in a direct
manner, without the requirement to go through a National Body or SC
structure. The IEC is already using this in the form of a paper 
questionnaire
appended to each of its publications. Electronic modes of operation seem 
here
more appropriate, a small structure may be required to direct
the question/problem from the generally accessible mailbox to the technical
structure responsible for the subject matter.

 The structure used by JTC 1 to maintain its Standards should be minimal and
adapted to the requirements. It must be flexible enough not to suffer from
any potential  re-organization of SCs and WGs around active development
areas. It should be adapted to the lively nature of problems to be solved,
revisions to be done: active when required, dormant otherwise. Its mode of
operations should be largely electronic. While the technical community
(standard developers, product developers, users) provides a pool of
 expertise to pull from, the required continuity of the maintenance process
(tracking problems from submission to resolution) has to be assured. This a
an area where JTC 1 processes could be made more flexible, to cover not only
the case where existing JTC 1 structures (SC or WG Secretariats) are
appropriate, but also cases where this is not or no longer appropriate,  and
the administration of the maintenance is taken over by a voluntary NB
Secretariat or, if this was deem!
ed useful,  by a (new) dedicated J
TTT
TC 1 maintenance structure.

The nature of maintenance activities differs in some aspects from what must
be recognized as the mainstream JTC 1 activity, i.e.,  the active 
development
of new Standards. For mature subject areas, where the activity is limited to
correction of problems, when they appear,  and minor extensions, when
required, it should not come as a surprise that participation in "classical"
standard development activities, such as participation in National and
International meetings,  is low. But the pool of expertise must
 exist somewhere, or there would be no need to maintain the Standard. Here
are some suggestions on how the whole process could be viewed:
the submission of problems or requests for enhancement  should be open to a
larger audience, and facilitated (e.g., direct access);
the consensus building phase (how to respond to the request) should be
relatively informal, make maximum use of IT & T tools, with experts that may
not be Standards developers but still require   a technical leader (the
Defect Editor). It may not require the participation of 5 National Bodies, 
as
expertise is more vital at this stage than large consensus (many problems
have a limited range of solutions);
the approval phase should continue to be via JTC 1 and SC National Body
ballot.
