Justification to Make ISO/IEC 11404:1996 - Language Independent
                      Datatypes - Publicly Available


	ISO/IEC 11404:1996 - Language Independent Datatypes is a
	so-called ``enabling'' (or model) standard:
	ISO/IEC 11404 supports the specification and development
	of tools and services by specifiying the nomenclature and
	shared semantics for a collection of datatypes commonly
	occurring in programming languages and services. 
	A single product can never conform to ISO/IEC 11404 alone:
	ISO/IEC 11404 is used by other standards as a basis for
	their datatypes, so conformance of a product to ISO/IEC 11404
	will always be indirect.

	In order to maximise the utilisation of ISO/IEC 11404, not
	only within ISO and IEC, but also in other standardization
	groups, SC22 requests that it be permitted that ISO/IEC 11404
	is publicly available.

	Due to the nature of ISO/IEC 11404, this standard is a
	``standard for standards writers'' rather than a ``product''
	standard, and making this standard publicly available will
	support the standardization process in general.
