It is necessary to state the rationale why ISO/IEC = TR 18037 should be freely available.  We cannot automatically = approve requests without any justification.

 
Japanese National Body investigated the criteria on = free availability and found that JTC 1 Sendai Resolution 32, stated in = JTC 1 N 5448 (1998-06-05), became ineffective.
