Japanese concerns about international standards for Linux

Japan believes that international standards for Linux should be consistent
with open source implementation as much as possible. Therefore, ISO/IEC JTC
1 should not develop Linux specifications by itself but transfer existing de
facto specifications to international standards through either PAS
transposition process or Fast track process. Also, any international
standards for Linux should not contain an interface or a behavior that has
no open source implementation.
