1	Opening business
The Convenor Mr. Minot (France) being unable to attend this meeting due to urgent business arising in Europe, Mr. Dawes (United Kingdom) opened the 3rd meeting of WG22 at 09:00 hours on Monday, 13 November 1995 in the New Nippon Steel Education Center in the Makuhari techno-garden.
Several individual and joint meetings on PCTE and related fields were being held in Makuhari and in Tokyo during 13-16 November 1995, comprising ISO/IEC JTC1/SC22/WG22, ECMA TC33, OMG and in particular its Liaison SC, and the Japanese PCTE User Group JAPUG.
These minutes cover both the JTC1/SC22/WG22 3rd meeting and the joint sessions of JTC1/SC22/WG22 and TC33, held in Makuhari during 13-15 November; items covered in joint sessions are indicated as such in these minutes.
An attendance list is given at annex A to these minutes. Welcomes were extended to Mr. Fischer, Mr. Jameson, and Mr. Shioya to report on news and developments regarding the OMG PCTE SIG, the PCTE Association, the IDL CD ballot in JTC1/SC21, and JAPUG.
Apologies for absence were received from Dr. Bird (United Kingdom), Mr. Davis (United Kingdom), Mr. Kavianpour (Canada), Prof. Dr. Kelter (Germany), Mr. Minot (France), and Mr. Simonsen (Denmark), all indicating that they will keep in close contact with current WG22 business via e-mail.
2	Adoption of agenda
A new item was added to the agenda as circulated (WG22 N38 : SC22 N1944) to receive summary reports from national bodies (item 5). An item was added for the joint meeting with ECMA TC33 to receive news from the PCTE Association (item 7.8). With these additions, the agenda was approved and is reflected by these minutes.
It was agreed to address the subject of PCTE conformance test specifications as item 10.5 under item 10 (technical issues). It was further agreed to address the repository standards issues between SC21 and SC22 as item 10.6 (document WG22 N10 refers, also item 11.1 of the SC22 Annapolis plenary minutes WG22 N57 : SC22 N1971).
3	Approval of minutes of WG22 2nd meeting
The minutes, including annexes A and B, were approved as written (WG22 N30 : SC22 N1899, Louveciennes, France, 15 June 1995).
4	Review of actions
The status of all open actions from previous minutes were reviewed under appropriate items of the present meeting. Three actions dealing with meeting logistics were immediately noted as discharged, with thanks to all those who had set up the Makuhari arrangements :
Action 2.6 : Mr. Minot
To seek confirmation that the OMG meetings are to be held as planned in Makuhari during 13-17 November 1995, to synchronize the PCTE-related meeting dates with Mr. Fischer of the OMG PCTE SIG, and to contact the Japan standards body with regard to final arrangements.
Status : done.
Action 2.7 : Mr. Minot, Mr. Brockway
To finalize logistic arrangements for the meetings, preferably in Makuhari but otherwise in Tokyo, with consultation as necessary with the Japan standards body.
Status : done.

To prepare and circulate venue details and an agenda in due course when arrangements become firm.

5	Reports from national bodies
Mr. Yoshino gave a brief oral report on news from Japan :
translation of the PCTE abstract specification ISO/IEC 13719-1 is in progress, expected to be completed by around March 1996, and will then become a Japanese Industry Standard (JIS);
a Japanese shadow group for WG22 may be formed shortly;
the Japanese PCTE User Group (JAPUG) is active and will be meeting this week on 16 November in Tokyo.
Mr. Dawes gave a brief oral report on news from the United Kingdom. The BSI PCTE Panel IST/5/-/22, of which Mr. Dawes is the Convenor, has held two meetings to date.
A message received from Mr. Simonsen indicated that a PCTE working group has recently been created in Denmark.
6	Report of ISO/IEC JTC1/SC22 8th plenary
WG22 Convenor Mr. Minot had attended part of the JTC1/SC22 8th plenary meeting held in Annapolis on 18-22 September 1995; his input report was noted, as agreed at the previous WG22 meeting in Louveciennes (WG22 N27 : SC22 N1866). The outcome of the SC22 plenary meeting was noted as recorded in the resolutions (WG22 N56 : SC22 N1970) and in the minutes (WG22 N57 : SC22 N1971); delegates were noted as listed (WG22 N58 : SC22 N1972).
The following items from Annapolis were noted as concerning WG22 directly or indirectly :
Resolution 95-17 on subdivision of the PCTE project JTC1.22.47;
Resolution 95-20 on confirmation of Mr. Dawes as project editor for all the subdivided PCTE projects;
Resolution 95-29 on JTC1's electronic document formatting guidelines (see also WG22 N53 : SC22 N1965);
Resolution 95-30 on paragraph numbering (see also WG22 N55 : SC22 N1967);
Resolution 95-33 on SC22 electronic distribution (see also WG22 N54 : SC22 N1966);
Resolution 95-36 on Web home pages for SC22 WGs;
Resolution 95-38 on guidelines for Web page maintainers;
Item 11.1 on pages 8-9 of the Annapolis minutes on the repository standards issues between SC21 and SC22.
Also noted were the SC22 Secretariat report input to Annapolis (WG22 N36 : SC22 N1883) and the SC22 Chairman's report on the June 1995 JTC1 plenary and SC Chairmen's forum (WG22 N35 : SC22 N1875-N1880-N1881-N1882).
An action from the WG22 1st meeting was then checked as follows :
Action 1.10 : Mr. Minot
To advise and seek approval of SC22 for the recommended project subdivision.
Status : done (SC22 Annapolis Resolutions 95-17 and 95-20 in WG22 N56 refer; item 8.14.1 in the SC22 Annapolis minutes WG22 N57 also refers) but superseded by new Action 3.6 for the IDL binding (item 8.3 below refers).
7	Review of liaisons with other groups
7.1	SC7/WG11 - SEDDR
Mr. Dawes reported that the two-way liaison between SC22/WG22 and SC7/WG11 continues to be handled by liaison officers Mr. Davis and himself, relevant work is in hand and there is nothing specific to report at present. An action from the previous meeting was then discharged :

To format the agreed liaison text into a final-form liaison statement from SC22/WG22 to SC7/WG11 and to provide copies both to SC7/WG11 and to the SC22 Secretariat (for circulation as an N-numbered document).
Status : done (document WG22 N59, which is now being forwarded to the SC22 Secretariat).
7.2	SC21/WG3 - Database
No report had been received from liaison officer Dr. Bird so it was assumed that no specific action is necessary at present. Actions from previous meetings were noted as discharged or superseded by time :
Action 2.2 : Dr. Bird
To format the agreed liaison text into a final-form liaison statement from SC22/WG22 to SC21/WG3 and to provide copies both to SC21/WG3 and to the SC22 Secretariat (for circulation as an N-numbered document).
Status : done (document WG22 N33 : SC22 N1908).
Action 1.8 : Dr. Bird
To include the area of requirements for query service as part of the liaison to SC21/WG3.
Status : done (included in document WG22 N33 : SC22 N1908).
Action 1.5 : Dr. Bird
To make the documents on object-oriented and fine grain extensions (WG22 N11 and N12) available to SC21/WG3.
Status : unknown, but in any event superseded by time (if there is still a requirement to provide OO and FG documents to SC21/WG3 then the latest documents should be provided).
7.3	SC22/WG9 - Ada
Liaison officer Mr. Dawes, who is also a member of the United Kingdom shadow group for WG9, reported that WG9 have been sent the PCTE Ada bindings; no reaction has yet been received.
7.4	SC22/WG11 - Binding techniques
Liaison officer Mr. Dawes, who is also a member of the United Kingdom shadow group for WG11, reported that there is currently ongoing work in WG11 of potential interest to WG22 on language-independent service specifications. Mr. Dawes indicated that an International Standard on language-independent data types is now with the ITTF for publication.
Action 3.1 : Mr. Dawes
To provide WG22 with a copy of a draft from WG11 on guidelines for the production of language-independent service specifications. It was left for Mr. Dawes to decide which draft would be the more interesting for WG22 members, either the present working draft or a future first complete draft expected in March 1996.
Status : new.
7.5	SC22/WG14 - C and SC22/WG15 - POSIX and SC22/WG20 - Internationalization
No reports had been received from liaison officer Mr. Simonsen so it was assumed that no specific actions are necessary at present.
Action 2.3 : Mr. Simonsen
To prepare brief liaison texts for SC22/WG14 - C, SC22/WG15 - POSIX and SC22/WG20 - Internationalization and transmit the texts to their destination groups.
Status : done.
7.6	ECMA TC33
The minutes of the 35th meeting of ECMA TC33 held on 10 October 1995 were noted as circulated to WG22 members (as document WG22 N49). No specific items needed to be addressed that were not covered elsewhere on the Makuhari WG22 meeting agenda.
7.7	OMG (addressed in joint session with ECMA TC33)
The OMG liaison text for SC22/WG22 was noted (WG22 N48), as well as an extract of minutes of a June 1995 meeting of the OMG Liaison SC (WG22 N47), both documents provided by Mr.  Davis.
Recent e-mail correspondence between Mr. Davis and Mr. Fischer (OMG PCTE SIG Chairman) and others, on the subject of the future of the PCTE SIG, was noted. The OMG PCTE SIG was in fact wound up in Makuhari later this week by the OMG TC, the PCTE SIG having completed its work and accomplished its mission. For the future, liaison with the OMG is seen as best managed with the OMG Liaison SC. Those interested are referred to a set of overheads provided with thanks by Mr. Fischer (WG22 N63).
Mr. Fischer emphasized the urgent need for PCTE participation in other related OMG activities.
A meeting of the OMG Liaison SC was held from 07:30 to 09:00 hours on the morning of 15 November in Makuhari, chaired by Dr. Jon Siegel, Director, Program Management at OMG, and was attended by Mr. Dawes (for WG22) and Mr. Brockway (for ECMA). It was confirmed at that meeting that the liaison templates for JTC1/SC22/WG22 and for ECMA TC33 had both been approved at the highest level in the OMG.
Action 2.4 : Mr. Davis
To seek confirmation, in due course, that the OMG wish to apply for a Category C liaison, prior to initiating any action at SC22 and JTC1 levels.
Status : done (WG22 N47 and N48 refer, also the above discussion).
Action 3.2 : Mr. Davis
To progress the mutual benefits document required for SC22 and JTC1 approval of Category C liaison status for OMG in SC22 with regard to WG22.
Status : new.
7.8	News from the PCTE Association (addressed in joint session with ECMA TC33)
Mr. Fischer gave a brief oral report from the PCTE Association AGM held the previous week on 7 November in Frankfurt (documents ECMA/TC33/95/57 and ECMA/TC33/95/58 refer). The PCTE Association is expected to be wound up at a further meeting to be called; remaining assets might be used to finance a study on future evolutions and positioning. Those interested are referred to overhead number 8 in a set of overheads provided by Mr. Fischer (WG22 N63).
8	Review of WG22 position on standardization process for FG, OO and IDL
8.1	Process for PCTE fine grain extensions
It was proposed to submit the three FG extensions documents (abstract specification, C binding, and Ada binding, corresponding respectively to standards ECMA-227, ECMA-228, and ECMA-229) to SC22 for PDAM ballots as PDAMs to ISO/IEC 13719-1, 13719-2 and 13719-3 respectively. This proposal was unanimously accepted and is recorded in Resolution 3.1 (in annex B).
Action 3.3 : Mr. Dawes
To transform the three ECMA FG standards (ECMA-227, ECMA-228 and ECMA-229) into documents suitable for submission to SC22 for PDAM ballots, and to provide the WG22 Secretariat with electronic and printed copies of the three documents.
Status : new.
In connection with the above action, the discussion of Amendments in the notes on the presentation of International Standards for JTC1 project editors (draft version 2.0, document WG22 N32 : SC22 N1868) was noted, but it was left for Mr. Dawes as project editor to decide to what extent the notes should be considered at the present stage.
Action 3.4 : Mr. Brockway
After completion of Action 3.3 above, to submit the three FG documents to the SC22 Secretariat with a request for PDAM ballots to be made, and in parallel to provide copies to the ITTF with a request for the ITTF to carry out a pre-edit exercise on the three documents.
Status : new.
8.2	Process for PCTE object orientation extensions
The WG22 plan was re-affirmed to submit three OO extensions documents (abstract specification, C binding, and Ada binding, corresponding to three future ECMA standards expected to be published in July 1996) to SC22 for PDAM ballots as PDAMs to ISO/IEC 13719-1, 13719-2 and 13719-3 respectively. This plan will be revisited at the next WG22 meeting in March-April 1996.
Action 3.5 : Mr. Dawes
To prepare a draft plan on coordination of the timing of OO work and of approval processes in WG22, SC22, JTC1 and ECMA, for review by WG22 members at, or in advance of, the next WG22 meeting in March-April 1996.
Status : new.
8.3	Process for PCTE IDL binding
Mr. Dawes reported that the IDL binding has been unanimously adopted by ECMA, as Standard ECMA-230, and that publication by ECMA is expected in December 1995 following completion of final editorial work, resolution of editorial comments and queries, and confirmation regarding freedom of copyright. The latest draft was noted as circulated for the information of WG22 members (WG22 N43).
It was first noted that the subdivision of the PCTE project JTC1.22.47 approved in Annapolis by the SC22 8th plenary (Annapolis Resolution 95-17 refers) did not include a sub-project for the IDL binding, since standardization of IDL itself was believed not to have reached a suitably advanced state. However, WG22 noted that a CD ballot on IDL is currently underway within SC21 (CD 14750 with a ballot end-date of 22 December 1995), so it appeared that the work is indeed sufficiently advanced. WG22 regretted that SC21 had not sent a liaison statement to SC22 advising SC22 of the CD ballot, which would have enabled SC22 already in Annapolis to approve the project subdivision to include the PCTE IDL binding.
In view of the above, it was proposed to :
request SC22, by means of a postal ballot within SC22, to approve creation of a new sub-project JTC1.22.47.5 for the PCTE IDL binding, aimed at producing a new Part to ISO/IEC 13719;
include for SC22 a brief explanatory rationale, referring to the current SC21 CD 14750 ballot on IDL;
express concern that SC21 had not advised SC22 of the existence of the CD ballot.
This proposal was unanimously accepted and is recorded in Resolution 3.2 (in annex B).
Action 3.6 : Mr. Brockway
To submit to the SC22 Secretariat a request for creation of a new sub-project JTC1.22.47.5 for the PCTE IDL binding, by means of a postal ballot within SC22, to include an explanatory rationale (referring to the current SC21 CD 14750 ballot), and to express the concern of WG22 that SC21 had not advised SC22 of the existence of the CD ballot.
Status : new.
Turning to the question as to how best to proceed in JTC1 regarding ISO/IEC standardization of the IDL binding, via the CD route or by inviting fast-track of the ECMA standard, the following comments were made by WG22 members present :
Japan comment : the multi-byte character set issue is likely to emerge again in regard to the IDL binding, irrespective of whether the CD route or fast-track is taken.
Switzerland comment : a decision to use either the CD route or to invite a fast-track for the PCTE IDL binding should be postponed until the situation surrounding IDL has become clearer. At that point, a recommendation as to the best way forward should be made which involves the least amount of work and time of expert resources.
United Kingdom comment : there is not an overriding urgency to produce the PCTE IDL binding as a new Part to ISO/IEC 13719, since Standard ECMA-230 will suffice in the interim.
In conclusion, it was recognized and agreed that no choice need yet be made as to the best way forward. In the interim, the following two actions were agreed :
Action 3.7 : Mr. Brockway
To circulate Standard ECMA-230, when published later this year, to the members of WG22 and SC22 as a working document for information and preview purposes.
Status : new.
Action 3.8 : Mr. Brockway
To initiate discussion, via e-mail among all WG22 members, on how best to proceed for ISO/IEC standardization of the PCTE IDL binding : via the CD route or by inviting fast-track of the ECMA standard.
Status : new.
9	Review of work on PCTE extensions (addressed in joint session with ECMA TC33)
9.1	Work on PCTE fine grain extensions
It was noted that the three FG extensions documents (abstract specification, C binding, and Ada binding) have been unanimously adopted and published by ECMA, as standards ECMA-227, ECMA-228, and ECMA-229 respectively.
Action 3.9 : Mr. Brockway
To circulate the three standards ECMA-227, ECMA-228 and ECMA-229 on FG extensions to WG22 members.
Status : new.
Action 3.10 : Mr. Davis
To put his one remaining outstanding FG comment on the WG22 e-mail reflector, with a suitable deadline (at least one month) for comments. A subsequent specific proposal may then be formulated, again with a suitable deadline (six weeks for example) for WG22 members to respond.
Status : new.
9.2	Work on PCTE object orientation extensions
The plan was re-affirmed to first produce three ECMA standards for the OO extensions (abstract specification, C binding, and Ada binding, targetted for July 1996), and then to initiate processing within SC22 and JTC1 as PDAMs for ISO/IEC 13719-1, 13719-2 and 13719-3 respectively.
For the present, the latest available drafts were noted (documents WG22 N44, N45 and N46).
In this context Action 3.5 to produce a draft coordination plan, recorded above under item 8.2, was recalled.
10	Technical issues
10.1	Review of WG22 position on C++ binding : future ISO/IEC 13719-4
	(addressed in joint session with ECMA TC33)
It was noted that sub-project JTC1.22.47.4 for the C++ binding had been approved by SC22 in Annapolis (by SC22 Resolution 95-17), and also that ECMA TC33 have given highest priority to this work. Since WG22 likewise attach importance to a C++ binding, the need for close coordination between WG22 and ECMA was recognized.
A recommendation on whether to use the CD route or to invite fast-track of a future ECMA standard was considered premature. Instead it was recognized that action needs to be focussed on getting the work progressed.
Action 3.11 : Mr. Dawes
To take all necessary initiatives to get work going in ECMA TC33 on the C++ binding.
Status : new.
There was a brief but important discussion with regard to C++ class libraries and how the standards world should address this rapidly evolving picture. The sense of producing an unwanted, static, and out-of-date ISO/IEC International Standard C++ binding was recognized as open to serious question. A preferred course of action might be to produce an evolutive specification, for example as a fast-evolutive ECMA standard, in conjunction with (or in place of) an ISO/IEC International Standard. Discussion is expected to continue at the next WG22 and ECMA TC33 meetings.
Lastly, it was also noted that a C++ binding has been prepared by the SMG for a subset of ISO/IEC 13719-1 PCTE.
10.2	Review of WG22 position on Ada 95 binding (addressed in joint session with ECMA TC33)
Action 1.7 : Mr. Dawes
To take a preliminary look at the impact of Ada 95 on the PCTE Ada binding and prepare an initial paper for discussion.
Status : done (document WG22 N60 of notes on an Ada 95 binding for PCTE was introduced at this meeting by Mr. Dawes).
After review, the proposal given in paragraph 6 of the contribution (WG22 N60) was unanimously accepted with low priority as proposed.
It was further recognized that considerations in regard to class libraries, discussed above for the C++ binding, also apply here.
10.3	Review of WG22 position on PCTE subsetting (addressed in joint session with ECMA TC33)
No interest was expressed by any nation represented at this meeting and, unless representation is made by other nations, it was proposed to drop PCTE subsetting as a consideration for a future change to ISO/IEC 13719. The question will however be revisited at the next WG22 meeting in March-April 1996.
Action 1.9 : Mr. Dawes
To prepare an initial paper on further subsetting, which will be distributed through the e-mail reflector for review and comment.
Status : not done, and the action was closed (but any WG22 member interested may of course take up the subject).
10.4	Handling and resolution of defects
Mr. Dawes introduced version 3 of comments received on ISO/IEC 13719 (document WG22 N61) and proposals for the handling of defects in SC22/WG22 (document WG22 N62).
Review of comments was deferred for addressing by e-mail and at the next meeting.
With regard to the proposals for defects handling in WG22, it was agreed to try to make the process as automatic as possible, using computer-generated mechanisms in place of laborious, time-consuming and error-prone human labour for such routine tasks.
Action 3.12 : Mr. Dawes
To circulate the proposals for defects handling through the WG22 e-mail reflector, with a request for comments and suggestions, especially in regard to making the process as automatic as feasible.
Status : new.
Action 1.11 : WG22 members with actions on review of comments
To pursue the actions identified for resolving comments in item 6.1 of the WG22 1st meeting minutes (WG22 N16).
Status : in progress (WG22 N61, introduced this week in Makuhari by Mr. Dawes, refers).
Action 1.12 : Mr. Yoshino, Mr. Simonsen, Dr.  Bird
For the way forward on comment EP-4310 on multi-byte character set, Mr. Yoshino, Mr. Simonsen and Dr. Bird agreed to pursue the remaining details to be resolved by e-mail.
Status : in progress.
Action 1.13 : Mr. Dawes
To prepare one or more draft proposals for alternate character synonym possibilities, for discussion and review by WG22 members by e-mail. One possibility mooted was to use /S for $, /T for (, and /H for #.
Status : closed (WG22 N29 refers) as superseded by new Action 3.13 below.
Action 3.13 : WG22 members
To review, comment on, and express a preference for one of the options for alternate character synonym possibilities given by Mr. Dawes (in document WG22 N29), by e-mail through the WG22 reflector before a deadline of end-December 1995.
Status : new.
Action 2.5 : WG22 members
To review with high priority comment EP-5051 on type references in the Ada binding (as given within WG22 N28).
Status : closed (the action now being seen as unworthy of special priority, comment EP-5051 returns to the general pool of defects).
10.5	PCTE conformance test specifications (addressed in joint session with ECMA TC33)
Mr. Dawes introduced an extract of a draft abstract test suite for PCTE, produced by the European CTS5 PCTE project, and invited WG22 and ECMA TC33 members to comment by e-mail at leisure subsequent to this meeting (comments to be sent directly to Mr. Dawes).
It was agreed that a presentation of this work by CTS5 would be welcome at the next joint meeting of WG22 and ECMA TC33 in March-April 1996.

To provide to the WG22 Secretariat a covering explanatory letter to accompany the extract draft abstract test suite from the CTS5 PCTE project, indicating the proposed way forward in the standardization world.

10.6	Repository standards issues
The need to respond rapidly to JTC1, via the SC22 Chairman, on the repository standards issues was noted (WG22 N10 refers, also item 11.1 of the SC22 Annapolis plenary minutes WG22 N57).
All relevant documents were noted (assembled together within WG22 N10) and the history was recalled.

It was noted that a report of the position and recommendations of WG22 to the issues raised in the SC21 document (on repository standards work; see WG22 N10) needs to be prepared for the SC22 September 1995 plenary meeting so, as liaison officer from SC22/WG22 to SC21/WG3, Dr. Bird was asked to lead this action. It was agreed that Dr. Bird and Mr. Dawes will together prepare a draft paper, based upon discussion in earlier e-mail correspondence, for review at the next meeting of WG22 in June 1995.
Status : closed, as now superseded by Action 3.16 below (it did not prove possible to prepare a text for review by WG22 in June 1995, nor could a text be finalized for input to the September 1995 SC22 plenary meeting in Annapolis; however the action was recognized as close to completion this week in Makuhari).
A first draft response had been prepared by Dr. Bird as liaison officer to SC21/WG3 and reviewed by e-mail with Mr. Dawes and Mr. Minot. Further comments were recently received from Mr. Minot and reviewed by the present meeting (with the result that the comments on paragraphs 1 and 7 were rejected and the comment on paragraph 6 was accepted).
For the way forward, the following action was unanimously agreed, and recorded also in Resolution 3.3 (in annex B).

Mr. Dawes and Dr. Bird to prepare together the final-form response on the repository standards issues, taking discussion at the present meeting into consideration, and to send the text to Mr. Minot when finalized. Mr. Minot to then send the final text to the SC22 Chairman by latest 15 December 1995, for onwards forwarding to JTC1 for the Spring 1996 JTC1 plenary meeting in Sydney.

11	Review of PCTE information proposed for the Web
SC22 Annapolis Resolutions 95-36 and 95-38 were noted (in document WG22 N56 : SC22 N1970).

12	Dates and locations of next WG22 meetings (addressed in joint session with ECMA TC33)
It was agreed to plan to hold two WG22 meetings in 1996, both co-located with ECMA TC33, one of these also co-located with the OMG.
The first meeting will be held in March or April 1996, at a European location, the precise meeting date to be identified after a poll of all WG22 and ECMA TC33 members. There will be individual meetings of WG22 and TC33 and a joint meeting of the two groups. To maximize participation and facilitate travel for participants from other continents, preference was expressed for a location in the United Kingdom. The following alternative dates were identified :
25-27 March 1996,

1-3 April 1996,
3-5 April 1996,

Looking further ahead, the week of 16-20 September 1996 was tentatively set for co-located meetings of JTC1/SC22/ WG22 and TC33, in the context of OMG meetings planned to be held in Hyannis, Cape Cod, on the United States east coast. Arrangements will be made in due course.
13	Other business

It was agreed to include an agenda item for the next WG22 meeting on the need for back-ups for project editors for all projects and deliverables in WG22.

14	Close of meeting
Thanks were expressed to Mr. Kawanami and Mr. Yoshino for hosting and accommodating the meetings at the New Nippon Steel Education Center in Makuhari; the facilities were excellent and all participants very much enjoyed this visit to the Makuhari business park. Appreciations were recorded in Resolution 3.4 (in annex B).

Resolutions adopted at 3rd Meeting of ISO/IEC JTC1/SC22/WG22 - PCTE

Resolution 3.1 : Submission of FG documents for SC22 PDAM ballots
SC22/WG22 instructs its Secretariat to submit the three PCTE FG extensions documents (abstract specification, C binding, and Ada binding, corresponding respectively to standards ECMA-227, ECMA-228, and ECMA-229) to the SC22 Secretariat for PDAM ballots as PDAMs to ISO/IEC 13719-1, 13719-2 and 13719-3 respectively.

Resolution 3.2 : Project subdivision for PCTE IDL binding
In view of the CD ballot currently underway in SC21 on IDL (CD 14750, with a ballot end date of 22 December 1995), SC22/WG22 requests SC22 to approve inclusion of a new sub-project JTC1.22.47.5 for the IDL binding to PCTE (to become a new Part to ISO/IEC 13719) within the approved subdivision of Project JTC1.22.47.
Moreover, SC22/WG22 expresses concern that SC21 had not advised SC22 of the existence of the CD ballot; the project subdivision could then have already been approved in its entirety by the SC22 plenary in Annapolis in September 1995.

Resolution 3.3 : Response on repository standards issues
SC22/WG22 instructs its Convenor to forward to the SC22 Chairman (by latest 15 December 1995) the response prepared by WG22 on the repository standards issues, for onwards submission to JTC1 for consideration at the Spring 1996 JTC1 plenary.

Resolution 3.4 : Appreciations
SC22/WG22 expresses its appreciation to all who assisted in making this a well-organized and successful meeting, despite lower than usual attendance, in particular :
to Akira Kawanami and Matsuki Yoshino for hosting and organizing the meeting at the New Nippon Steel Education Center in the Makuhari techno-garden;
to Cheryl Bissonnette and colleagues at the OMG for their hospitality and fine arrangements for breakfast meetings and working lunches;
to Barry Bird, Hugh Davis and R?gis Minot for their useful contributions on both strategic and technical items, received into the meeting by e-mail as they were unable to attend in person;
