Subject: Command Description for ex

I would like an interpretation of the Command Description for ex
outlined in ISO/IEC 9945-2:1993 section, p. 523, Line 1311.

The current standard incorrectly documents which address is used for the
starting line, when both a line range and count are specified.
Historical practice has it as the last address in a range specification,
not the first.

To remedy this problem, could the word "first" on line 1311 be replaced
with "last"?
